The impact of the Regulation fees cancelation on demand for Ambulant healthcare

The bachelor thesis is dealing with the impact of the Regulation fees cancelation on demand of Ambulant healthcare. The introductory part of theoretical thesis is describing the development of health care in regards to various financial models within the medical environment. At the beginning of this thesis, all known health care financial models are named and described in the worldwide scope. After the initial description, the bachelor thesis focuses on specific models and their development during the important stages from the second half of the 19th century until current era of the Czech Republic. The current health care system in the Czech Republic is based on public services and financed mainly from public sources. The health care system has multiple sources that help sustain it financially. The prevalent form is indirect financing, specifically the mandatory health insurance. Health care financing has gone through important developments that should not be forgotten. Furthermore, the theoretical part of the thesis also contains a detailed description of regulatory fees. It shows different types and functionalities of regulatory fees since their implementation by the law number 261/2007 (stabilizing of public budgets), until their cancellation on January 1st, 2015. The regulation fee was implemented by the Ministry of Health of the Czech Republic in efforts to solve the increasing deficit of the state budget, and increase the efficiency of the health care system.) The income increase, caused by regulation fees, should serve as a starting point in an era of modernizing of medical facilities and maintaining the overall quality of health care for patients. In the scientific part of the thesis, the main scope and the two types of research are being set. The quantitative research is aimed on a group of patients. The hypotheses of the research are as follows. Hypothesis number 1: The cancellation of regulatory fees leads to the increase in demand of a specialized ambulant care. Hypothesis number 2: The cancellation of regulatory fees for a prescription leads to a higher demand of prescribed medication. A questionnaire was used to determine the results of the research, which will either confirm or deny the presented hypotheses. The method used to receive the results was a frequency analysis that was completed by a statistician. The secondary, qualitative, research is deliberately used to ensure the accuracy of the completed and compared data. This research, which was run simultaneously with the quantitative one, targeted a group of health care professionals, specifically medical doctors. The data collected in the form of a structuralized set of interviews were used to be analyzed as a key to answer the research questions: Research question number 1: After cancellation of the regulatory fees, was there an increase in the amount of visits of patients with a specific health care provider? Research question number 2: Does the health care demand need to be regulated? Based on the research displayed within the thesis, it is possible to predicate: The questionnaire method lead to a confirmation of hypothesis number 1 and also to the conclusion that the cancellation of 30 CZK fee lead to an increase in demand of health care services. The research question number 1 also confirms that after the 30 CZK fee cancellation there was an increase in patient visits of health care facilities. The results are contradicting the findings within the hypothesis number 2, as there was no higher demand in prescribed medication after the regulation fee for medication was cancelled. The comparison of the data that was collected through both types of the research does not prove a direct connection in the increased demand of patients for medicinal drug prescription after the 30 CZK regulation fee cancellation. We can safely state in regards of the research question number number 2 that regulation of health care is a necessity.
The influence of regulatory fees in health care on patient behavior

This study describes influences of health insurance on human behavior, can explain phenomena that could arise due to the introduction of regulatory fees in Czech Republic, examines the effect of clearing a regulatory fees for expenses of the General Health Insurance Company to medicines. To determine the effect of canceling the obligation to pay the regulatory fees uses data obtained from the General Health Insurance Company in the period from 1st January 2008 to 1st July 2010. Using the method Difference in Differences concluded about the effect of regulatory fees for expenses VZP to medicines.
Understanding and Public Approach to Contemporary Health Reform

Abstract Understanding and attitudes of the public towards the current Health Care Reform This thesis summarizes the basic facts about the current reform within the Health Care Sector and how it is being perceived by the general public. The theoretical part focuses on the basic information about the development of the Health Care Sector in the Czech Republic and its current reform. The development of the Health Care Sector from the year of 1918 until present is highlighted. At the beginning of the last decade of the 20th century, a new set of laws were passed, which triggered the initial reform of the Czech Health Care Sector. However, a period of passivity regarding subsequent legislation has resulted in the present problems. Further, there is a focus on current Health Care Reform enquiring: why the reform is needed, the nature of its stages and its legislative and non-legislative changes. Only a small part of the reform measures came into force. This included the introduction of regulation fees, the introduction of an `annual safe limit{\crq}, and the pricing and payment for medication. The practical part presents the research findings in relation to the issues mentioned above. The research part of the thesis, carried out using questionnaires, is concerned with the views of the public with respect to current Health Care Reform and investigates whether it has been understood by the public. The research shows that most of the respondents disagree with the reform and think that it is not developing in the right direction. The majority of respondents with this view were found to be within the age group of 60 and over, and within the group of respondents with a basic level or vocational education. Further, the research suggests that the public is not adequately informed about the new Health Care Reform, and therefore demonstrates a lack of understanding of its nature. In addition, the current political climate suggests that the public may lose interest in these issues and will become disengaged with the reform without further consideration.
Nurses´opinion on regulation fees in public health care in connection with nursing care provided

This bachelor work is focused on regulation fees in public health care that sere introduced in the Czech Republic on 1/1/2008. The issue of regulation fees in public health care is a very delicate and discussed topic at present, still filling front pages of newspapers, magazines and television programs after almost a year. The work is divided into theoretical and practical part. The theoretical part lists the principles when the regulation fee is and is not to be paid. We mention also the protective limit and the office job related to collection of regulation fees. We describe the situation abroad to give an idea how regulation fees work in neighbouring states. The practical part of this work had three goals. The first goal was to find out how nurses perceive the introduction of regulation fees in public health care. The second goal was to find out whether the regulation fees affect the nursing care provided, and the third goal of our research was to find out what nurses consider the most problem-loaded area within the regulation fees. Those goals were met. Research questions were set on the base of the goals. How nurses perceive regulation fees in public health care, what they would like to change in the collection of regulation fees, what the provided nursing care should look like from the nurses{\crq} point of view and what they consider the most problem-loaded area within the regulation fees. The research questions were answered. Qualitative investigation, questioning method were used to process the bachelor work. The data collection was implemented in the technique of non-standardized structured interview. Our inquiry took place in the Nemocnice České Budějovice a.s. and the Nemocnice Strakonice a.s. hospitals. The nurses{\crq} answers were processed into twenty pieces of casuistic. The investigation took place in February 2009. The results of our bachelor work could serve as feedback for the hospitals where the investigation was implemented. Subsequently they could contribute to create a united form for collection of regulation fees, both from the point of view of payment and of office work. Further the results could serve to support cooperation between the patient and the health care staff. I would also suggest training events for health care staff so that they are able to master problem-loaded situations. For example how to approach a patient who refuses to pay the regulation fee. I would suggest regular training events also for ward sisters and head nurses in the area of legislation of regulation fees.
Tax Accounting in a Pharmacy
